If oil is applied to the hair and a person does not use shampoo to remove the oil but only pours water over the head. Will the ghusl be valid?

If oil is applied to the hair and a person does not use shampoo to remove the oil but only pours water over the head. Will the ghusl be valid?

Though the oil etc is not cleaned by the shampoo but the water reaches to the root of the hair then the wajib ghusl shall be valid.
